Health Canada’s Access to Marijuana for Medical Purposes Regulations (ACMPR) allows patients to legally possess, purchase cannabis from a Licensed Commercial Producer, and/or apply for a personal production license.

The Medicinal Cannabis Resource Centre Inc. (MCRCI)

Is a private organization created to assist patients, by providing guidance in the use of cannabis for medical purposes in a compassionate and non-judgmental environment and enabling them to meet Health Canada’s requirements to use cannabis legally.


MCRCI does not provide patients with a family physician or a specialist. MCRCI works with doctors who have an understanding of cannabis and its medical uses. Those doctors confine their care to issues related to the medical use of marijuana and take responsibility for the support of Health Canada applications. One of the staff members of MCRCI will review your medical history and a doctor’s appointment will be arranged if you qualify.


MCRCI charges for its services. These services include assisting patients in gathering their necessary medical files, arranging for them to see a doctor affiliated with MCRCI, choosing a licensed producer, and providing guidance in the use of medicinal cannabis.

The charge to patients also covers the cost of uninsured medical services performed by the doctor, which include a preliminary review of patients’ medical files, completion of necessary documents, and communication with MCRCI. The cost of attended visits with the doctor is covered by the applicable Provincial Health Insurance Plan. If you do not attend in person, there is an additional charge to cover the cost of physician video contact, which is not a provincially insured service.

Q What dosage will the Doctor Authourize for me?

The dosage is determined by the physician. During your consultation with the doctor, they will decide what is the best dosage for your treatment.

In some cases, even if you qualify under Health Canada’s guidelines, our affiliated doctors have the right to use their discretion and may choose not to sign the ACMPR Medical Document.

Q What is the ACMPR?

The Access to Cannabis for Medical Purposes Regulations (ACMPR) is a federal program Health Canada has created to allow patients safe access to medicinal cannabis. There are about 35+ different Licensed Producers across Canada which are companies qualified by Health Canada to produce and provide medical cannabis, they each require a “Medical Document” signed by a Medical Doctor (MD) to register a patient.

A patient would then be able to purchase their cannabis through mail order from one of these licensed producers (LP).

Under the ACMPR you are also able to produce your own cannabis or designate someone to produce cannabis on your behalf. If you are unable to find a supportive physician MCRCI may be able to provide access.

Q What is the MMPR?

Prior to the new rules, the MMAR outlined a system for doctors, patients and non-commercial growers. The MMAR allowed patients to grow for themselves or designate an individual to grow for them. Health Canada was the only source of medical marijuana for patients that wished to purchase it.

The MMPR was Health Canada’s first attempt at a commercial industry for medical marijuana. The MMPR replaces the previous rules of the MMAR (Marijuana Medical Access Regulations), which were officially repealed on March 31, 2014.

The MMPR has now been replaced by current program, the Access to Cannabis for Medical Purposes Regulations (ACMPR).
